The Pollution Control Department (PCD) has proposed new service rates for sewage treatment in Patong Municipality, Phuket Province, following approval by the Pollution Control Committee on April 4, 2026. The proposal, which includes three specific fee rates and an average charge of 5 baht per cubic meter for centralized wastewater treatment, will be submitted to the National Environment Board for consideration.

Fee Structure and Current Financials

Patong Municipality’s existing ordinance sets sewage collection fees at 250 baht per cubic meter, 150 baht for volumes not exceeding half a cubic meter, and 250 baht for amounts over half a cubic meter. The average wastewater treatment fee for 2024–2025 is 5 baht per cubic meter of water used.

Municipal revenue from these fees currently averages 1.5 million baht per month, while system operation and maintenance costs reach 2.2 million baht monthly, officials said.

Aims of the Proposal and Next Steps

The PCD’s recommendation seeks to align municipal income with the actual costs of running and maintaining Patong’s sewage and wastewater treatment systems. Expanding the fee collection area under the proposed rates is projected to generate sufficient revenue to cover expenses and provide a budget surplus for future equipment upgrades.

The proposal follows the completion and commissioning of Patong’s centralized treatment system in January 2023, funded in part by the Environmental Fund as stipulated under national environmental law. Final approval now rests with the National Environment Board.
