The man was seen moving back and forth in the roadway and approaching passing vehicles, forcing drivers to slow to avoid hitting him.
Video shows repeated movement in front of cars
Footage shared online showed the man repeatedly stepping in front of vehicles rather than remaining at the roadside.
He also moved toward passing cars in active traffic, increasing the risk of a collision on one of the district’s main roads.
The behaviour disrupted the normal flow of vehicles and left motorists reacting suddenly to avoid contact.
