Phuket anti-graft officials are investigating delays to the Surin Beach skywalk project after an inspection on March 30 found the Cherng Talay development far behind schedule. The NACC Phuket office said this week it carried out the review with members of the STRONG–Sufficiency Economy Against Corruption Club under the Empowering STRONG for Proactive Anti-Corruption project.

The inquiry centres on the high-profile glass balcony scheme overseen by the Phuket Provincial Administrative Organisation. PPAO President Rewat Areerob presented investigators with project contracts, budget allocations and progress details, officials said.

Contracts, budgets and project scope

The design contract went to Pisut Technology Co Ltd in May 2022 with a budget of B6.31 million. Construction was later awarded to WNJS Joint Venture in August 2023 for B196.97 million, with EMS Consultant Co Ltd appointed as supervisor.

The development is intended to create a new landmark overlooking the Andaman Sea. Plans include two glass-bottomed observation decks and a multi-storey viewing tower.

Delays, penalties and design revisions

Work began on Aug 26, 2023, with completion set for Feb 15, 2025, giving the project 540 days for construction. By Feb 17, 2026, it had remained under construction for 907 days, or 367 days beyond the original timeline.

Only three of 13 construction phases had been completed and approved, with overall progress at 25.05%. Officials reported that B14.28 million had been disbursed for completed work.

The contractor is being fined B196,975 per day, though enforcement was split into two periods because of earlier penalty waivers and a temporary construction suspension ordered between Dec 28, 2025 and Jan 2, 2026. Construction has been fully suspended since Feb 18, 2026 pending revisions to key design elements tied to wind-load safety rules for the glass platforms and problems with soil stabilisation works.

NACC Phuket said the design revisions are expected to take about 45 days.
