The source said onlooker Ken Chakrit recorded footage showing a Russian tourist trying to break off a police lock from a motorcycle parked in a no-parking zone in Phuket. The incident was described as taking place by the roadside in the late afternoon.

According to the source, the video appeared to show the individual using rocks in an attempt to remove the chain after refusing to pay the fine.
